Prometric Exam for Indian Dentists 2026: GCC Licensing Guide for BDS and MDS Holders with DCI and State Council Registration, Good Standing, Attestation, DataFlow, Exam Centres in India, Fees in INR, Specialist Recognition and Salaries

How dentists from India get licensed and hired in the Gulf in 2026: how BDS and MDS map to general, specialist and consultant dentist titles, Dental Council of India and state council registration and Good Standing, HRD and MEA attestation, DataFlow, the Prometric dental exam and SDLE, Prometric centres in India, fees in INR, which Gulf countries let you get licensed before an offer, employer types and commission pay, and dentist salaries by country in INR.

India graduates more dentists than any other country, and the Gulf is the largest overseas market for them. The licensing route is straightforward for a BDS holder with two years of experience, but three things catch Indian dentists repeatedly: the state council Good Standing certificate, experience letters from unregistered clinics, and the assumption that an MDS automatically gives a specialist title. This guide covers each step. Indian nurses, doctors, pharmacists and allied professionals have their own guides (nurses and doctors, pharmacists, allied health).

How Indian dental qualifications map to Gulf titles

Indian qualificationUsual Gulf titleExam
BDS (five years including a one-year rotating internship) from a DCI-recognised college, plus about two years of post-internship experienceGeneral DentistGEN5301 at DHA and equivalents; SDLE at SCFHS
MDS (three years) in a recognised specialty plus about two to three years of specialty experienceSpecialist Dentist (orthodontics, endodontics, periodontics, prosthodontics, oral surgery, paediatric dentistry, oral medicine) in most cases, decided at evaluationSpecialist dental paper for the specialty (for example ORD5211)
MDS plus substantial specialist experience (often eight or more years) and publications or teachingConsultant Dentist at some authoritiesConsultant paper or assessment
BDS with a one-year diploma or fellowship in a specialtyGeneral Dentist; the diploma does not confer a specialist titleGeneral dental paper
BDS without the internship completed or with under two years of experienceUsually not eligible until experience is completed

Specialist recognition depends on the MDS branch matching an authority-recognised specialty, the college's recognition, and documented specialty experience; conservative dentistry and endodontics, orthodontics, oral and maxillofacial surgery, periodontics, prosthodontics and pedodontics usually map cleanly, while public health dentistry and oral pathology have fewer clinical specialist posts. Indian documents you need

  • State Dental Council registration (for example Karnataka, Kerala, Maharashtra, Tamil Nadu, Delhi) for the BDS and, where applicable, the additional qualification entry for the MDS. The Dental Council of India maintains the national register through the state councils; authorities verify the state registration.
  • Good Standing Certificate from the same state council, valid for about six months, ordered late in the DataFlow window because some councils take four to eight weeks (council guide).
  • Internship completion certificate from the college, separate from the degree, which DataFlow verifies with the university.
  • Attestation: state HRD, then MEA, then the destination embassy for Saudi Arabia, Kuwait and Qatar; apostille for the UAE, Oman and Bahrain (attestation guide).
  • Experience certificates with exact dates, hours per week, procedures performed and HR or principal dentist contacts on letterhead of a clinic registered under the Clinical Establishments Act or the relevant state act (format guide). Experience in an unregistered clinic, your own clinic without a registration certificate, or a clinic that has closed is the commonest DataFlow failure for Indian dentists; add the clinic registration certificate and GST or shop licence where possible.
  • eMigrate clearance for ECR passport holders before departure.

Country by country for Indian dentists

DestinationWhat matters
UAE (DHA, DOH, MOHAP)You can open your own file and pass before an offer; the largest private dental market in the Gulf; MOHAP is the cheapest entry and many Indian dentists start in Sharjah or Ajman (Dubai route, Dubai dentist pay)
Saudi Arabia (SCFHS)Mumaris+ classification, DataFlow, then the SDLE (Saudi Dental Licensure Examination); government dental centres and large private chains recruit through approved Indian agencies; Saudisation affects general dentist posts in some private clinics (SDLE guide, Saudi route)
Qatar (QCHP/DHP)Employer-opened file; Hamad dental services and private clinics; strong pay for specialists (Qatar route)
Kuwait, Oman and BahrainEmployer-opened file in Kuwait and Oman; Bahrain lets you get licensed first; smaller markets with less competition (Kuwait, Oman and Bahrain route)

The exam

The general dentistry paper is about 150 MCQs over roughly three hours with a pass mark of about 60% (SDLE scores are scaled), covering restorative dentistry and endodontics, prosthodontics, periodontics, oral surgery and oral medicine, paediatric dentistry and orthodontics, radiology, pharmacology and local anaesthesia, infection control and ethics, with clinical photographs and radiographs. Indian BDS graduates are strong in theory; the gaps our tutors see are image-based diagnosis, evidence-based current protocols (for example minimally invasive caries management and current antibiotic guidance), and Gulf infection control and prescribing rules. Prometric centres operate in most Indian metros, with seats that fill weeks ahead during recruitment drives (test centres). Prepare with the General Dentist bank (5,000 questions in 55 chapters with three timed mocks and free chapter 1) and the free sample questions; specialists use their specialty bank (Orthodontics, Prosthodontics, Restorative, Paediatric Dentistry). The image-practice plan is in dental exam preparation.

Employers and how dentists are paid

Government dental centres and hospital dental departments pay fixed salaries with housing or an allowance, tickets and gratuity. Private clinics and chains, which hire most Indian dentists, commonly pay a basic salary plus 25 to 40% of billing above a monthly target; ask whether commission is on billed or collected revenue, whether lab fees are deducted, and what the current patient volume per chair is. Malpractice cover is usually employer-provided; confirm it in writing. Join the dentist talent pool so Gulf clinics can request your profile, and check offers against what to check before accepting.
