How to attest your degree, registration and experience certificates for a UAE, Saudi, Qatar, Kuwait, Bahrain or Oman healthcare licence and visa in 2026: the chain for India (HRD, MEA, embassy), Pakistan (HEC, MOFA, embassy) and the Philippines (DFA apostille, embassy), where an apostille is enough, what attestation has to do with DataFlow, costs and timelines.

Attestation is the step most candidates leave until last and then regret. It is slow, it has to be done in the right order, and the rules differ by destination country. This guide explains what attestation is, which GCC countries need it, and the exact chain for the three biggest source countries. Check the current rules with the embassy or your employer before you start, because governments change them without notice.

Attestation vs DataFlow: two different things

  • DataFlow is primary source verification: DataFlow contacts your university, council and employers directly to confirm your documents are genuine. The licensing authority (DHA, DOH, MOHAP, SCFHS, QCHP, NHRA, OMSB, Kuwait MOH) relies on this for the licence (PSV explained).
  • Attestation is a chain of official stamps that makes a foreign document legally valid in the destination country. Immigration, the labour ministry and employers need it for your work visa, residence permit, professional grade and family sponsorship. Some authorities also ask for attested copies in the licensing file itself.

You need both. DataFlow does not replace attestation, and attestation does not replace DataFlow.

Which documents to attest

  • Your main degree (MBBS, BDS, BSc Nursing, B.Pharm, BPT and so on) and often the transcript.
  • Postgraduate certificates for specialist and consultant titles.
  • Professional registration certificate, in some countries.
  • Marriage and birth certificates, if you plan to sponsor family (family visa rules).

Experience certificates are normally verified through DataFlow rather than attested, but some employers in Kuwait and Qatar ask for them too.

Kuwait is the strictest and the most common place to be sent back a step (Kuwait nursing licence). Qatar is next. In the UAE, licensing itself runs on DataFlow, but your employer will not be able to complete the labour and visa process without the attested degree.

India: the attestation chain

  1. Notary and state-level attestation. The degree is attested by the Home Department or HRD (Human Resource Development) of the state where the university is located. Some states route this through the Sub-Divisional Magistrate or General Administration Department instead. This is usually the slowest step.
  2. MEA attestation by the Ministry of External Affairs, done through its outsourced agencies. For Apostille countries the MEA issues an apostille instead.
  3. Destination embassy attestation in India (UAE, Qatar or Kuwait embassy; Saudi embassy or cultural attaché).
  4. Destination MOFA attestation after arrival, usually arranged by the employer.

Medical, nursing and pharmacy registrations are verified through DataFlow with your council, so they usually do not need the chain unless the employer asks. Nurses with ECR passports also need emigration clearance through eMigrate for Kuwait, Saudi Arabia, Qatar and the UAE (Indian nurses and doctors guide).

Pakistan: the attestation chain

  1. HEC attestation of the degree by the Higher Education Commission, through its online portal and attestation centres. IBCC attests school certificates if they are requested.
  2. MOFA attestation by Pakistan's Ministry of Foreign Affairs, through its camp offices.
  3. Destination embassy attestation in Pakistan (UAE, Qatar, Kuwait or Saudi embassy).
  4. Destination MOFA attestation after arrival.

PMDC, PNC and Pharmacy Council registrations are verified through DataFlow. Saudi Arabia and Kuwait are particularly firm on the HEC step, so do it first (Pakistani nurses and doctors guide).

Philippines: the attestation chain

  1. CHED or university certification of the degree where required, and PRC certification of the licence.
  2. DFA apostille from the Department of Foreign Affairs, which replaced the old "red ribbon" authentication in 2019.
  3. Destination embassy attestation in Manila for non-Apostille countries (UAE, Qatar, Kuwait, and in practice Saudi Arabia).
  4. Destination MOFA attestation after arrival.

Filipino nurses also need the Overseas Employment Certificate from the Department of Migrant Workers before departure, and must use a licensed recruitment agency (Filipino nurses guide).

Other countries in brief

  • Egypt: university and Ministry of Higher Education attestation, Egyptian MOFA, then the destination embassy in Cairo.
  • Nigeria: Ministry of Foreign Affairs in Abuja, then the destination embassy; the medical or nursing council verifies the licence through DataFlow.
  • Bangladesh, Nepal and Sri Lanka: Ministry of Education and MOFA attestation, then the destination embassy. Allow extra time, because embassy slots are limited.

Plan on 4–8 weeks for the full chain, longer in a single-embassy country. Start as soon as you have an offer, or earlier if you are targeting Kuwait or Qatar.

Mistakes that cost weeks

  • Attesting a photocopy. Most chains require the original certificate; some accept a notarised true copy only for the first step.
  • Wrong country's embassy. Kuwait requires attestation by its embassy in the country that issued the degree, not where you live now.
  • Skipping the first step. The MEA or MOFA will not stamp a degree without the state, HEC or CHED step before it.
  • Name mismatches. The name on the degree must match the passport. Fix with an affidavit before you start (common rejection reasons).
  • Forgetting the family documents. Marriage and birth certificates need the same chain if you plan to sponsor family.
  • Translating too early. Arabic translations are usually done by a legal translator in the destination country, after attestation.

Is an apostille accepted in the UAE?

No. The UAE is not part of the Apostille Convention, so the UAE embassy and UAE MOFA stamps are required.

Can I do attestation after I arrive in the Gulf?

Only the final destination-MOFA step. The home-country and embassy steps have to be done in the country that issued the document, which is why starting early matters.
