Health authorities in Kuwait
MOH-KW: the one regulator for Kuwait
There is no choice of regulator to make in Kuwait. Ministry of Health – Kuwait, shortened to MOH-KW, licenses every clinical role in the country. Kuwait MOH regulates every healthcare professional practising in the country.
What a MOH-KW licence does not do is travel. Take a job elsewhere in the Gulf and you open a new file with that country's regulator, even though most of the evidence in it will be the same.
- MOH-KW (Ministry of Health – Kuwait): State of Kuwait. Exam via Prometric; Dataflow needed; about 10-20 weeks end to end.
The MOH-KW route, step by step
MOH-KW works through an application in a fixed order, and an exam slot only opens once the earlier steps are done.
- Step 1, Employer file: A Kuwait-licensed facility opens your MOH licensing file.
- Step 2, Dataflow PSV: Kuwait-specific Dataflow package processed by MOH.
- Step 3, Prometric MOH Kuwait exam: Sit the Prometric MCQ assessment for your title level.
- Step 4, Licence issuance: Practice permit issued after exam pass and residency processing.
The grade Kuwait will register you at
No one practises clinically in Kuwait without a licence in hand: doctors, dentists, nurses, midwives, pharmacists and the allied professions such as laboratory, radiography, physiotherapy and respiratory therapy are all covered.
Your job title at home does not carry over. The regulator reads your qualification and counts the years of practice you can prove after it, then places you in a grade of its own. That grade fixes which paper you sit and which salary band an employer can offer, so it is the first thing to establish, not the last.
- General Practitioner: 2 years post-internship
- Registrar / Specialist: 3 years in specialty post-board
- Senior Specialist / Consultant: 5+ years post-specialty
What the Kuwait licensing exam looks like
MOH-KW examines through Prometric. All of these are computer-based multiple-choice papers taken at an approved test centre, and centres operate in most candidates' home countries, so the exam itself rarely needs a flight.
For MOH-KW the published format is 100 – 150 MCQs, sat over 2 – 3 hours, with 60% as the pass mark and an exam fee of $200 – $280. Holders of certain higher qualifications are excused the paper altogether, so check the exemption list for your grade before you book a seat.
Papers to gather for a Kuwait file
You build one set of documents and it feeds every later stage: the regulator's portal, verification, and eventually your employer's onboarding. Gaps in it are what hold up Kuwait applications far more often than the exam does. A letter missing a date or a signature comes back, and the review does not move while you replace it.
- Identity: Passport (bio page)
- Identity: Civil ID (if already resident in Kuwait)
- Identity: Passport-size photograph
- Qualifications: Primary degree certificate + transcripts
- Qualifications: Internship completion certificate
- Qualifications: Specialty board certificate per tier
- Experience: Experience letters covering all years since qualification, with exact dates and HR contacts
- Professional standing: Good Standing Certificate (within 6 months)
- Professional standing: Valid home-country practice licence
- Professional standing: BLS / ACLS as applicable
- Attestations: Home MOFA attestation of the degree
- Attestations: Kuwait Embassy attestation in the issuing country
- Attestations: Kuwait MOFA final attestation (employer's mandoub usually handles it)
Dataflow checks for Kuwait
MOH-KW asks for a Dataflow primary source verification report. Dataflow contacts the institutions behind your file, meaning the university, the licensing council and each employer named, and asks them to confirm that what you submitted is real.
The pace here is set by other people. A university registry that answers in days gives you a fast report, and an employer that has closed or changed its contact details gives you a slow one. Tell your referees to expect the request. A finished report can normally be put towards a later application to another Gulf regulator, which shortens a second licence.
How long and how much: planning a Kuwait licence
From a complete file to an issued licence, plan on roughly 10-20 weeks. That figure assumes nothing is returned for correction and the paper is passed at the first sitting. Revision and document collection are in your hands. Referee response times and the regulator's review queue are not, so run the two in parallel instead of finishing one before starting the other.
On cost, expect separate payments to separate bodies: the regulator's application and registration charges, the $200 – $280 exam fee, the verification report where one is required, and attestation if your documents need it. These are paid whether or not the application succeeds, which is one more reason to confirm your grade and regulator first.
- MOH evaluation file: $70 – $150 (Usually employer-paid)
- Dataflow PSV report: $220 – $330
- Kuwait MOH Prometric exam: $200 – $280
- Licence issuance: $130 – $260 (Often employer-paid)
- Total out-of-pocket (indicative): $420 – $870

Kuwait licensing: common questions
Who regulates healthcare professionals in Kuwait?+
Ministry of Health – Kuwait (MOH-KW). Kuwait MOH regulates every healthcare professional practising in the country.
Is there an exam, and where do I sit it?+
For most grades, yes. MOH-KW examines through Prometric. MOH-KW's paper is 100 – 150 MCQs over 2 – 3 hours, and the pass mark is 60%. Test centres run in many countries, so you would normally sit it before relocating. Some higher qualifications are exempt.
How many weeks should I allow for Kuwait?+
MOH-KW applications take about 10-20 weeks from a complete file, and the verification report is usually the longest single wait inside that. Returned documents add to it more than anything else does.
What will I pay in official fees?+
The MOH-KW exam fee is $200 – $280. On top of that come the regulator's application and registration charges, the Dataflow report and any attestation your documents need. They are paid to different bodies at different stages and are not returned if the application fails.
Will a Kuwait licence let me work elsewhere in the Gulf?+
It will not. Gulf licences are national, so another country means another application. What does carry over is the evidence: a completed verification report can generally be reused, and preparation for one regulator's paper overlaps heavily with the next.
How is my grade decided?+
By your qualification and the documented years of practice after it, not by the post you hold now. MOH-KW publishes the thresholds for each grade, and the eligibility check on this site compares your details against them.
