How to Get a Good Standing Certificate for GCC Licensing 2026: Indian State Nursing Councils and INC, NMC and State Medical Councils, PCI, Pakistan PNC and PMDC, and Philippine PRC, Step by Step
How nurses, doctors, pharmacists and allied health professionals from India, Pakistan and the Philippines get the Good Standing Certificate that DHA, DOH, MOHAP, SCFHS, QCHP, NHRA, OMSB and Kuwait MOH require: which council issues it, how to apply, fees, how long it takes, the six-month validity trap and the mistakes that stall a file.
Every Gulf authority asks for a Certificate of Good Standing (COGS), the letter from your home council confirming you are registered, in active standing and free of disciplinary action. It is the document most often expired, mis-issued or requested from the wrong council. This guide covers the exact process for the three biggest source countries, council by council. The general rules are in the Good Standing Certificate guide.
Two rules before you apply
- It must come from where you are registered now, not where you graduated. A Kerala-trained nurse registered in Delhi gets it from the Delhi council.
- It must be fresh at the authority's review, usually within six months. Order it as DataFlow nears completion, not on day one (DataFlow timing).
India: nurses
| Council | How to apply | Typical time |
|---|---|---|
| State nursing councils (for example Kerala Nurses and Midwives Council, Karnataka, Tamil Nadu, Delhi, Maharashtra) | Online portal where available, otherwise in person or by post: application form, registration certificate copy, degree, ID, passport-size photographs, fee. Some states require a No Objection Certificate for the Gulf as a separate document. | 2 to 6 weeks |
| Indian Nursing Council (INC) | Issues verification and the Nurses Registration and Tracking System (NRTS) NUID; some Gulf employers accept INC verification alongside the state COGS | Varies |
Ask the council to address the letter to the authority ("To: Dubai Health Authority") or "To whom it may concern" if you are applying to more than one. Some councils will post it directly to DataFlow or the authority; most hand it to you sealed.
India: doctors, dentists, pharmacists and allied health
- Doctors: the State Medical Council where you hold registration issues the COGS; the National Medical Commission (NMC, formerly MCI) issues it for those on the Indian Medical Register and provides verification for DataFlow. Apply online through the council's portal with registration details, degree, ID and fee.
- Dentists: the State Dental Council; the Dental Council of India for register verification.
- Pharmacists: the State Pharmacy Council; the Pharmacy Council of India for verification.
- Physiotherapists and allied health: India has no single national register for most allied professions. Authorities accept the state council COGS where one exists, or a letter from the Indian Association of Physiotherapists or the university. Confirm what your target authority accepts before you pay.
Pakistan
| Profession | Council | Process |
|---|---|---|
| Nurses and midwives | Pakistan Nursing Council (PNC), with provincial councils for some functions | Online application on the PNC portal with registration, licence, degree, CNIC and fee; the certificate is issued as a sealed letter. Usually 2 to 6 weeks. |
| Doctors and dentists | Pakistan Medical and Dental Council (PMDC) | Online request through the PMDC portal; the Good Standing Certificate is issued to a named authority. Allow 2 to 4 weeks. |
| Pharmacists | Provincial Pharmacy Councils (Punjab, Sindh, KP, Balochistan) | Apply to the provincial council holding your registration. |
| Allied health | Varies; some provinces register technologists through health departments or faculties | Confirm with the authority which letter is accepted. |
Pakistani candidates also attest degrees through HEC and MOFA for Saudi Arabia and Kuwait (attestation guide); the COGS itself is usually not attested.
Philippines
- All PRC-registered professions (nurses, physicians, pharmacists, dentists, physiotherapists, medical technologists, radiologic technologists): the Professional Regulation Commission issues a Certificate of Good Standing, applied for online through the PRC portal or at a regional office, with the PRC ID, payment and the authority's name.
- Many Gulf authorities also ask for PRC board certification and rating and a Certificate of Registration; DataFlow verifies the licence directly with PRC.
- Keep your PRC licence current; an expired licence cannot be in good standing.
Filipino nurses need the Overseas Employment Certificate from the Department of Migrant Workers before departure; it is a separate document from the COGS (Filipino nurses guide).
What the certificate must contain
- Your full name as on your passport, registration number and date of first registration.
- A statement that you are currently registered and that no disciplinary action is pending or recorded.
- The council's letterhead, seal, signature, issue date and, ideally, the name of the authority it is addressed to.
Name mismatches between the passport, degree and registration are the most common reason a COGS is queried by DataFlow; fix them with an affidavit or council correction before you apply (common rejection reasons).
Costs and timing
| Country | Typical official fee | Typical time |
|---|---|---|
| India (state councils, NMC, PCI) | INR 500 to 5,000 depending on the council and whether a Gulf-specific NOC is included | 2 to 6 weeks |
| Pakistan (PNC, PMDC) | PKR 2,000 to 10,000 | 2 to 6 weeks |
| Philippines (PRC) | PHP 300 to 1,000 | Days to 2 weeks |
Approximate 2026 figures; councils revise fees and portals without notice. Agents charge extra for queuing and courier.
Timing it with the rest of the file
- Open the authority file and start DataFlow (documents checklist).
- When DataFlow is about three weeks from completion, apply for the COGS, allowing for your council's processing time.
- Upload the COGS when the authority asks for it, so that it is well inside six months at the final licence review.
- If you are applying to two authorities, order two certificates; one letter rarely serves both.
Frequently asked questions
How long is a Good Standing Certificate valid for GCC licensing?
Authorities expect it to be issued within six months of their review. Order it late in the DataFlow window.
Which council issues the Good Standing Certificate for Kerala nurses?
The Kerala Nurses and Midwives Council if you are registered there; otherwise the state council where your current registration is held.
Does DataFlow need the Good Standing Certificate?
DataFlow verifies your registration directly; the COGS is for the authority's file. Some authorities ask DataFlow to verify the COGS as well.
Can one Good Standing Certificate be used for DHA and SCFHS?
Usually not. Each authority wants an original addressed to it or to whom it may concern, and the dates rarely line up. Order one per application.
What if my council has no online portal?
Apply in person or through a trusted relative with an authorisation letter; allow four to eight weeks and start early in the DataFlow window.
