Many doctors still call it the "MOH licence". It is issued by the federal Ministry of Health and Prevention (MOHAP) and is the licence for doctors working in federal government facilities and in the Northern Emirates: Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Sharjah is split, with some facilities now under the Sharjah Health Authority (SHA guide). Dubai needs DHA and Abu Dhabi needs DOH.

MOHAP is often the cheapest and most flexible UAE route, which is why many doctors start here and later move to Dubai or Abu Dhabi. This guide covers the physician route as it stands in October 2026.

MOHAP uses the same unified UAE qualification framework as DHA and DOH, so a title granted by one authority usually matches the others. Check your degree in postgraduate recognition and run the free eligibility check before paying any fee.

The MOHAP process, step by step

  1. Evaluation request. You or a sponsoring facility submit an evaluation request on MOHAP's online licensing services, with passport, degree, internship, registration, experience certificates, postgraduate certificates and a Good Standing Certificate. 3–7 days to open.
  2. DataFlow verification. Usually 5–8 weeks, faster if you are transferring verified documents from DHA or DOH (DataFlow guide).
  3. Eligibility and exam booking. Once eligibility is issued, book the MOHAP exam with Prometric. 1–2 weeks.
  4. Exam. The result appears on screen at the end.
  5. Licence issuance. Pay the issuance fee. The licence is activated when a MOHAP-registered facility links you as an employee. 1–2 weeks.

Allow 2.5–4 months with clean documents.

The MOHAP exam for doctors

  • Format: computer-based single-best-answer MCQs, usually around 150 items in about 3 hours for physicians.
  • Pass mark: about 60%.
  • Delivery: Prometric centres in the UAE and abroad, including India, Pakistan, Egypt and the Philippines.
  • Exemptions: holders of certain recognised qualifications may be exempt (exemptions).

Where MOHAP doctors work and what they earn

Government hospitals in the Northern Emirates are run by Emirates Health Services. Private hospitals, polyclinics and medical centres in Ajman, Ras Al Khaimah, Fujairah and parts of Sharjah also hire MOHAP-licensed doctors. Living costs are lower than in Dubai, and many doctors live in Sharjah or Ajman and keep their options open for a later move.

Common reasons MOHAP files are delayed

  • Applying to the wrong authority. A MOHAP licence does not cover Dubai or Abu Dhabi, and some Sharjah facilities need SHA. Confirm the facility's regulator in writing first.
  • Facility scope mismatch. Some clinics are licensed only for GP services, so a specialist application against them is refused.
  • Old DataFlow report. Reports older than about six months often need the Good Standing part re-verified.
  • Experience letters without exact dates. The most common problem in every UAE file.
