How to Transfer Your Medical Licence: DHA ↔ MOHAP ↔ DOH and Moving Between GCC Countries

Your first GCC licence is the hard one. Once you hold a licence and have Gulf experience, moving to another emirate or another GCC country is faster, cheaper and often exam-free — if you follow the transfer route rather than starting from scratch. This guide covers transfers inside the UAE and across the GCC.

Inside the UAE: DHA, MOHAP and DOH

Three regulators cover the UAE: DHA (Dubai), DOH (Abu Dhabi) and MOHAP (Sharjah, Ajman, RAK, Fujairah, UAQ). Since the Unified PQR, they recognise each other's licences for transfer purposes.

Requirements for a UAE internal transfer

• A current, active licence with the originating authority
• Typically 2 years' recent practice under that licence for exam exemption; with less, the exam may be required
• Good Standing Certificate from the originating authority (issued within 6 months)
• DataFlow report transferred to the new authority (a transfer fee, not a new verification)
• No unresolved disciplinary actions or malpractice complaints
• A job offer from a facility under the new authority (the facility usually initiates)

The steps

1. Obtain a Good Standing Certificate from your current authority (DHA issues via Sheryan in ~1 week).
2. Request a DataFlow transfer to the new authority through your DataFlow account.
3. The new facility opens a licence application under the new authority and uploads your documents.
4. The new authority evaluates and, if exempt, issues the licence; otherwise you are directed to the exam.
5. Cancel or transfer the old licence once the new one is active — leaving two active licences can trigger compliance issues.

Transferring between GCC countries

UAE → Saudi Arabia (SCFHS)

SCFHS classifies you afresh via Mumaris+ but treats a GCC licence with experience favourably; the Saudi Licensing Exam may be waived for some grades and is commonly waived at Consultant level. DataFlow can be transferred. Timeline 6–12 weeks. See the Mumaris+ guide.

UAE / Saudi → Qatar (QCHP)

QCHP recognises existing GCC licences and often exempts the exam with 2+ years' GCC experience and a clean Good Standing. Employer must sponsor. Timeline 6–10 weeks. See the QCHP guide.

Any GCC → Bahrain (NHRA) or Oman (OMSB)

Any GCC → Kuwait (MOH)

Employer-driven; a GCC licence strengthens the application and may waive the exam, but attestation and MOH evaluation still apply. Timeline 3–5 months. See the Kuwait guide.

What resets the clock

• Practice gap longer than 1–2 years — most authorities then require the exam again.
• Title change — moving from GP to Specialist during a transfer is a fresh Specialist evaluation, exam included unless exempt.
• Expired licence — transfers require an active licence; renew before you move.
• Disciplinary history — must be disclosed; undisclosed cases discovered through Good Standing lead to rejection (see top rejection reasons).

Practical tips

• Keep every experience letter, CME certificate and evaluation from your current employer — the new authority will ask.
• Request Good Standing before resigning; some authorities slow down once your licence is flagged for cancellation.
• Time the move so your current licence is valid for at least 3 months after you start the transfer.

Can I transfer my DHA licence to MOHAP without an exam?

Usually yes, with an active DHA licence, around two years' recent practice, a Good Standing Certificate and a DataFlow transfer. With less experience the MOHAP exam may be required.

Is a DHA licence valid in Abu Dhabi?

No. Abu Dhabi requires a DOH licence, but a DHA licence with experience allows a streamlined DOH transfer that is often exam-exempt.

Do I need a new DataFlow for the new authority?

No. You request a DataFlow transfer of your existing report to the new authority for a transfer fee; documents already verified are not re-verified.

How long does a GCC licence transfer take?
