Prometric Exam Exemptions: Which Qualifications Skip the DHA, DOH, MOHAP, SCFHS & QCHP Exam?

Who does not have to sit the GCC licensing exam — Tier 1 qualifications (US boards, UK CCT, Royal College fellowships, Canadian, Australian), MRCP/MRCOG/FRCS and PLAB status, GCC-licence-based exemptions with experience, nurses from Tier 1 countries, and the documents needed to claim an exemption.

Not everyone sits the Prometric exam. Every GCC authority maintains a list of qualifications and circumstances that exempt a candidate from the assessment — sometimes entirely, sometimes replacing it with an interview or CV review. If you hold a Western board certification, a Royal College fellowship or an existing GCC licence with experience, this guide tells you whether you can skip the exam and how to claim it.

Exemption rules change and are applied at the authority's discretion; treat this as a map, then confirm against the current PQR or SCFHS classification manual for your exact title.

Category 1: Tier 1 postgraduate qualifications

The UAE Unified PQR groups specialist qualifications into tiers. Tier 1 qualifications typically exempt Specialists and Consultants from the DHA, DOH and MOHAP exam, and SCFHS treats most of them as “exempt from the Saudi Licensing Exam” at Consultant level:

  • United States: ABMS board certification
  • United Kingdom: CCT / specialist register entry with the GMC; some Royal College fellowships by examination (FRCS, FRCR, FRCA, FRCOphth, FRCPath, FRCPCH)
  • Ireland: CSCST / specialist register
  • Canada: Royal College (FRCPC / FRCSC) certification; CCFP for family medicine
  • Australia / New Zealand: college fellowships (FRACP, FRACS, FRANZCOG, FACEM, etc.)
  • Germany, France, and some other EU states: Facharzt / DES
  • South Africa: CMSA fellowships (FCP(SA), FCS(SA), etc.)

Holders are usually assessed on documents and, for Consultant titles, an interview. Practically this means: a US board-certified cardiologist or a UK CCT paediatrician applying to DHA normally does not sit a Prometric exam.

Category 2: Royal College memberships and other Tier 2 qualifications

MRCP (UK), MRCOG, MRCS, MRCEM, MRCPsych, MRCGP and similar membership examinations, together with MD/MS, DNB, FCPS and Arab Board, are recognised specialist qualifications but generally sit in the tier that requires the assessment for Specialist titles. Some authorities waive the exam for these holders once they have several years of post-qualification experience or when applying at Consultant grade — DHA and DOH have historically been more flexible here than MOHAP and QCHP. Do not assume: check your exact title in the PQR, or ask our licensing team to verify before you apply.

PLAB and USMLE alone are entry examinations, not specialist qualifications — they do not exempt you from the GCC exam.

Category 3: existing GCC licence plus experience

  • A current licence from another GCC authority with typically 2+ years' recent GCC practice can exempt you from the exam when transferring (e.g. MOHAP or DOH → DHA, DHA → DOH). The transfer route is covered in our licence transfer guide.
  • SCFHS may accept an existing GCC licence with experience for classification without the SLE at certain grades.
  • Gaps in practice of more than 2 years usually cancel the exemption.

Category 4: nurses and allied health from Tier 1 countries

Registered nurses licensed and practising in the US, UK, Canada, Australia, New Zealand and Ireland are exempt from the nursing exam with several authorities (DHA and DOH commonly), provided the licence is current and experience is recent. Nurses trained elsewhere who merely passed NCLEX without a US licence and practice are generally not exempt — see NCLEX vs Prometric. Category 5: academic and senior appointments

Professors, heads of department and consultants recruited to academic medical centres are sometimes assessed by committee interview instead of examination. This is facility-driven; the employer initiates it.

What an exemption does not remove

  • DataFlow verification — always required (guide).
  • Good Standing Certificate from your current regulator.
  • Experience requirements — a Tier 1 qualification with no post-qualification experience still does not meet Specialist criteria.

How to claim an exemption

  1. Identify your qualification's tier in the authority's PQR or SCFHS classification manual.
  2. Upload the certificate and evidence of current registration with the issuing body (e.g. GMC specialist register printout, ABMS certification verification).
  3. Select the correct title on the application; the exemption is applied at evaluation, not at booking.
  4. If the portal still shows “exam required”, raise a ticket with the PQR reference before paying an exam fee.

Frequently asked questions

Is MRCP exempt from the DHA exam?

Not automatically. MRCP (UK) is a recognised specialist qualification but typically requires the assessment for Specialist titles; exemptions may apply at Consultant grade or with substantial experience. Confirm against the current PQR.

Does PLAB or USMLE exempt me from the Prometric exam?

No. PLAB and USMLE are entry examinations, not specialist qualifications. Exemptions apply to board certification or CCT-level credentials.

Are US board-certified doctors exempt from the SCFHS exam?

Generally yes at Consultant level: ABMS certification is treated as a Tier 1 qualification and classification proceeds without the Saudi Licensing Exam.

Are UK-registered nurses exempt from the DHA nursing exam?

Usually yes, if the NMC registration is current and practice is recent. Nurses who only passed an exam abroad without holding and using that licence are not exempt.
