Prometric Exam for Ugandan, Tanzanian, Zambian and Ethiopian Nurses and Doctors 2026: GCC Licensing Guide with Council Registration, DataFlow, Attestation, Exam Centres, Fees and Salaries
How nurses and doctors from Uganda, Tanzania, Zambia and Ethiopia get licensed and hired in the Gulf in 2026: which qualifications DHA, SCFHS, QCHP, NHRA and OMSB accept, council registration and Good Standing from UNMC, TNMC, GNC and the Ethiopian authorities, DataFlow, attestation, where to sit the Prometric exam, safe recruitment, fees in USD and salaries.
East African nurses and doctors are a growing part of the Gulf workforce: English-speaking, trained in British-model curricula, and increasingly recruited by Saudi, Qatari and Emirati hospitals as traditional source countries tighten. The licensing exam is the same Prometric paper every Gulf candidate sits, but the council documents, attestation and exam access are specific to each country. This guide covers Uganda, Tanzania, Zambia and Ethiopia; Kenya has its own guide (Kenyan nurses and doctors).
Which qualifications are accepted
| Qualification | Usual Gulf classification |
|---|---|
| Bachelor of Nursing Science (BNS or BSc Nursing) with council registration and about two years of experience | Registered Nurse at every authority |
| Diploma in Nursing (three years) with registration and experience | Registered Nurse at MOHAP, SCFHS, Oman and Bahrain in most cases; assistant nurse at DHA, which prefers a BSc |
| Certificate in Nursing (enrolled nurse) | Assistant nurse or nurse technician, where accepted |
| MBChB or MD with internship, full council registration and about two years of experience | General Practitioner; specialists with a recognised Master of Medicine (MMed) are classified at specialist tiers subject to each authority's list |

Council registration and Good Standing by country
| Country | Nurses and midwives | Doctors |
|---|---|---|
| Uganda | Uganda Nurses and Midwives Council (UNMC): registration, annual practising licence and Certificate of Good Standing | Uganda Medical and Dental Practitioners Council (UMDPC): full registration, annual practising licence, Good Standing |
| Tanzania | Tanzania Nursing and Midwifery Council (TNMC): registration, licence and Good Standing | Medical Council of Tanganyika: full registration and Good Standing |
| Zambia | Nursing and Midwifery Council of Zambia (NMCZ): registration, practising certificate and Good Standing | Health Professions Council of Zambia (HPCZ): full registration and Good Standing |
| Ethiopia | Regional health bureaus and the Ministry of Health licensing system issue professional licences; Good Standing letters come from the licensing body | Same system; specialists via the Ethiopian Medical Association and ministry |
Order the Good Standing Certificate late in the DataFlow window so it is within six months at the authority's review, and make sure your name matches your passport exactly (Good Standing guide). DataFlow contacts these councils directly; slow council responses are the main cause of delay, so warn your council and university that a verification request is coming (DataFlow guide).
Attestation
Saudi Arabia, Kuwait and Qatar require degree attestation: your university, then the Ministry of Education or the national council, then your Ministry of Foreign Affairs, then the destination embassy, which for several East African countries is in Nairobi, Addis Ababa, Dar es Salaam or Kampala depending on the destination. Confirm which embassy covers your country before you start, and allow six to ten weeks (attestation guide). The UAE needs attestation for the visa stage.
Where to sit the Prometric exam
Prometric test centres are limited in East Africa; capacity exists in Nairobi, Addis Ababa, Kampala and Dar es Salaam at various times, with seats that fill weeks ahead, and candidates also travel to Nairobi, Dubai or sit after arrival where the employer allows. Book the moment eligibility is issued and check daily for released seats (test centres guide). The paper is 100 to 150 MCQs in 2 to 3 hours with a pass mark of about 60%.
Safe recruitment
- Eligibility comes only from the Gulf authority. Never pay an agent for "exam eligibility" or a visa.
- Uganda, Tanzania, Zambia and Ethiopia each regulate labour export through licensed recruitment agencies and bilateral agreements with some Gulf states; use only agencies licensed by your labour ministry and keep copies of every contract.
- Never hand original certificates to an unverified agent, and never sign a contract you have not read in a language you understand.
- Gulf hospitals also hire from candidate databases; join the nurse talent pool or doctor talent pool with your target countries.
Country by country
| Destination | What matters for East African candidates |
|---|---|
| Saudi Arabia (SCFHS) | Largest employer; Mumaris+ classification, DataFlow, SNLE or SMLE; government hospitals include accommodation (Saudi nursing licence) |
| Qatar (QCHP/DHP) | Employer-opened file; Hamad and private hospitals recruit English-speaking nurses; English test common (Qatar nursing licence) |
| UAE (DHA, DOH, MOHAP) | You can open your own file and pass before an offer; BSc preferred by DHA; diploma nurses often start with MOHAP (DHA nursing licence) |
| Bahrain and Oman | Accessible markets; Bahrain allows licensing before an offer (Bahrain, Oman) |
| Kuwait (MOH) | Employer-opened file; strict attestation chain (Kuwait nursing licence) |
Preparation
East African training is clinically strong; the gaps our tutors see are pharmacology detail, Gulf-specific infection control rules and pacing under time. Use a chaptered bank with explanations and timed mocks: the Registered Nurse bank or General Practice bank (three timed mocks, free chapter 1), the free nursing sample questions, the high-yield topics and the 30-day plan.

Frequently asked questions
Is a Ugandan or Tanzanian nursing diploma accepted in the Gulf?
Often, with registration and experience, usually as a registered nurse at MOHAP, SCFHS, Oman and Bahrain, and sometimes as an assistant nurse at DHA.
Where can I sit the Prometric exam in East Africa?
Centres operate at various times in Nairobi, Addis Ababa, Kampala and Dar es Salaam, with limited seats; many candidates travel to Nairobi or Dubai. Book as soon as eligibility is issued.
Which Gulf country recruits most from East Africa?
Saudi Arabia for nurses, followed by Qatar and the UAE; demand is growing as hospitals diversify beyond South Asia and the Philippines.
Do I need IELTS?
Not for most licences, since English-medium training is recognised; Qatar and some private employers may still ask for IELTS or OET (English requirements).
How long does DataFlow take for East African documents?
Often 8 to 12 weeks, longer than average, because council and university responses can be slow. Warn them in advance.
