DOH Exam for Indian Nurses & Doctors
How Indian nurses and doctors get licensed by the Department of Health – Abu Dhabi (DOH) in United Arab Emirates — which India qualifications are accepted, DataFlow from India, fees in INR and where to sit the exam.
The DOH pathway from India
Indian nurses and doctors are the largest single group of candidates sitting GCC Prometric exams every year — Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana and Punjab alone account for tens of thousands of applications. Because of that volume, DataFlow verifiers and the Gulf regulators know Indian universities and councils well, which usually means predictable verification times but also strict checking of council registration and experience letters.
The question most Indian candidates ask first is whether GNM is enough. For the UAE authorities, Qatar, Bahrain and Oman it typically is, provided you hold current council registration and around two years' experience after it. For Saudi Arabia, SCFHS usually classifies GNM as Nurse Technician, so BSc Nursing (or Post-Basic BSc) makes a real difference to the title and salary band you'll be offered.

| Classification | GNM holders are typically accepted as Registered Nurse by DHA, DOH, MOHAP, QCHP, NHRA and Oman MOH with around 2 years' post-registration experience. SCFHS generally classifies GNM as Nurse Technician (not Nurse Specialist / RN-equivalent) — BSc Nursing is the safer route for Saudi Arabia. |
MBBS from an NMC-recognised college, plus completed rotating internship
- MD / MS (university postgraduate degree)
- DNB (National Board of Examinations)
- DM / MCh for super-specialty and consultant tiers
- Two-year postgraduate diplomas (DCH, DGO, DA, DOMS, DLO etc.) are usually not accepted alone for Specialist — they may support a GP title or a Specialist file only with additional experience, depending on the authority
- Fellowship certificates from private institutes without university or board recognition
Pharmacists
BPharm or PharmD from a PCI-approved institution with state pharmacy council registration; D.Pharm is generally routed to Pharmacy Technician / Assistant Pharmacist titles.
Allied health
BSc / BPT / B.Sc MLT / BSc Radiography from a recognised university; 2-year diplomas are usually mapped to technician tiers.
The DOH process from India
- 1
Tamm / Riayati registration
Open a professional file on Tamm (individuals) or via a sponsoring facility on Riayati.
- 2
Dataflow PSV
DOH-specific Dataflow report validates every document with the issuing body.
- 3
Eligibility & Prometric
DOH reviews the file, issues an Eligibility Letter, and schedules the Prometric assessment.
- 4
Assessment (exam or interview)
Prometric MCQ for most cadres; consultants may face an in-person interview panel.
- 5
Facility linking
License is activated once a DOH-registered facility submits your practice permit request.
India-specific notes
- Nurses: Indian Nursing Council (INC) / State Nursing Council
- Doctors: National Medical Commission (NMC) / State Medical Council
- Pharmacists: Pharmacy Council of India (PCI) / State Pharmacy Council
- Allied: State paramedical council or university registrar (where no council exists)
Verification of India-issued documents typically takes 4–8 weeks — the longest single step in the DOH process.
Degrees usually need HRD / state attestation, then Indian MEA attestation, then embassy attestation for the destination country (UAE Embassy for the Emirates, Saudi Cultural Attaché for SCFHS). Budget 2–4 weeks and courier costs.
Once DOH issues your eligibility ID you can book any of these centres — or any Prometric centre in the Gulf — from your Prometric account. Centre availability changes; book as early as your preparation allows.
Fees in INR
Indicative conversions at roughly ₹84 per US dollar. All figures are approximate — authorities and Prometric charge in their own currency and rates move.

DOH Prometric exam Paid to Prometric at booking; higher for senior tiers | $180 – $280 | ≈ ₹15,100 – ₹23,500 |

Common problems for Indian applicants
- State Nursing Council Good Standing letters that take 4–8 weeks to issue — request it before you start DataFlow so it's still inside the 6-month validity window
- NMC / State Medical Council registration in the old MCI format that verifiers can't match online
- Universities that respond slowly to DataFlow — deemed and private universities are usually faster than some older state universities
- Name mismatch between passport, degree certificate and council registration (a missing middle name or a different spelling is enough to stall DataFlow)
- Experience letters that don't state the hospital's bed count, your exact dates or the HR office contact details verifiers will phone
- Internship or house-job time counted as post-qualification experience — every GCC authority counts experience only after full registration
- Lapsed or un-renewed home-council registration at the time the Good Standing Certificate is requested
Most of these are cheap to fix before DataFlow starts and expensive afterwards — the free eligibility check flags them from your documents.
