Filipino nurses are the backbone of hospital nursing across the Gulf, and every GCC regulator is familiar with the BSN-plus-PRC pathway. That familiarity works in your favour: classification is straightforward, DataFlow verification of PRC and CHED-recognised schools is quick, and the exam itself is the main hurdle.

Deployment is the part that's specific to the Philippines. After you pass the exam and receive your licence, your employer still needs to process you through the Department of Migrant Workers (DMW) for an Overseas Employment Certificate — so choose an employer or agency that is DMW-accredited for your destination country from the start.

  • BSN (4-year) with PRC licence
  • MAN / MSN for senior and specialist tiers
Diploma route
  • Caregiver / nursing-aide certificates — not accepted for RN titles
ClassificationBSN plus an active PRC licence is accepted as Registered Nurse by every GCC authority, including SCFHS. NCLEX and IELTS/OET are not required for the licensing exam itself, though individual employers may still ask for an English score.
Doctors
Basic qualification (GP tier)

Doctor of Medicine (MD) from a CHED-recognised college, PRC Physician Licensure Examination passed, plus post-graduate internship

Usually accepted for Specialist
  • Diplomate / Fellow of a Philippine specialty board (e.g. PCP, PPS, POGS, PCS) recognised by the PMA
  • Residency completion certificate plus board diplomate status
Usually not enough on its own
  • Residency completion alone, without diplomate or fellow status, is usually treated as GP-plus rather than Specialist
  • Foreign fellowships not recognised by the home specialty board

Pharmacists

BS Pharmacy with PRC pharmacist licence; PharmD holders are also accepted. Pharmacy assistants without a PRC licence map to technician tiers.

Allied health

BS Medical Technology, BS Physical Therapy, BS Radiologic Technology or BS Nutrition & Dietetics with the relevant PRC licence.

DataFlow & attestation

Verification of Philippines-issued documents typically takes 4–7 weeks — the longest single step in the MOHAP process.

Documents usually go through DFA apostille (the Philippines joined the Apostille Convention in 2019) — but the UAE is not an apostille country, so UAE-bound candidates still need UAE Embassy attestation in Manila after DFA.

Common problems for Filipino applicants

  • PRC licence expired or not renewed before requesting the Certificate of Good Standing — renew online first
  • Deployment through a non-DMW-licensed agency, which delays the Overseas Employment Certificate even after the licence is issued
  • University records requests (transcript / diploma verification) delayed when the school requires a notarised authorisation letter
  • Name mismatch between passport, degree certificate and council registration (a missing middle name or a different spelling is enough to stall DataFlow)
  • Experience letters that don't state the hospital's bed count, your exact dates or the HR office contact details verifiers will phone
  • Internship or house-job time counted as post-qualification experience — every GCC authority counts experience only after full registration
  • Lapsed or un-renewed home-council registration at the time the Good Standing Certificate is requested
