The Gulf's pre-hospital systems — Dubai Corporation for Ambulance Services, National Ambulance (Abu Dhabi and the Northern Emirates), Saudi Red Crescent Authority, Hamad Ambulance Service in Qatar — are among the best-funded EMS organisations in the world and hire internationally every year. Licensing runs through the same health authorities as hospitals, with a ladder of EMS titles and Prometric exam codes.

Authorities classify by the qualification, not the job title on your ID card. A UK HCPC Paramedic with a BSc will usually be placed at ACP; a South African ILS at EMT; a Philippine or Indian BSc Emergency Medical Technology graduate at Paramedic. Confirm with the eligibility check.
Requirements by authority
- DHA / DOH / MOHAP — qualification + home registration + 2 years' experience; current BLS, ACLS and PHTLS/ITLS usually required at licence stage. DOH licenses National Ambulance staff; DHA licenses Dubai Ambulance.
- SCFHS — classification as EMT, Paramedic or Specialist Paramedic via Mumaris+; Saudi Red Crescent recruits directly.
- QCHP — Hamad Ambulance Service hires internationally; QCHP licence with 2 years' experience.
- OMSB — growing Royal Oman Police / MOH ambulance service.
Exam format
- EMT: 80–100 MCQs, 2 hours; Paramedic/ACP: 100–150 MCQs, 2.5–3 hours; pass mark ≈ 60%
- Scenario stems modelled on NREMT/HCPC style: scene assessment, primary survey, treatment priorities, transport decisions
- Calculations: drug doses (mg/kg, mcg/kg/min), infusion rates, paediatric weight estimation, oxygen cylinder duration
Paramedic blueprint (PMD7003 / ACP7002)
- Airway, respiration and ventilation (18%) — airway adjuncts, supraglottic devices, intubation (ACP), CPAP, capnography, asthma/COPD/anaphylaxis management.
- Cardiology and resuscitation (22%) — ACLS algorithms, 12-lead ECG and STEMI recognition, arrhythmia management, post-ROSC care, paediatric resuscitation.
- Trauma (20%) — primary/secondary survey, haemorrhage control and tourniquets, TBI and spinal motion restriction, chest trauma (needle decompression), burns, trauma triage and MCI/START.
- Medical emergencies (20%) — stroke scales and time windows, hypoglycaemia, seizures, sepsis, overdose and toxidromes, obstetric emergencies, heat illness (highly relevant in the Gulf).
- Pharmacology (10%) — adrenaline, amiodarone, aspirin, glucose, naloxone, salbutamol, ketamine/fentanyl (ACP), TXA; doses by weight.
- Operations, safety and ethics (10%) — scene safety, hazmat basics, infection control, documentation, consent and refusal, communication with control.
Six-week study plan
- Weeks 1–2: cardiology and airway — algorithms from memory; 40 daily questions from the Paramedic bank or EMT bank.
- Week 3: trauma — PHTLS principles, triage, tourniquet and pelvic binder criteria.
- Week 4: medical emergencies and pharmacology cards.
- Week 5: paediatrics, obstetrics, operations; 30 dose calculations.
- Week 6: three timed mocks and error log (first-attempt method).
Fees, timeline and salaries
Total costs USD 800–1,400; 3–5 months (fee guide). Approximate tax-free monthly pay: EMT AED 5,000–8,000; Paramedic AED 9,000–15,000; ACP/CCP AED 14,000–22,000 with the UAE national services, plus housing, flights and shift allowances. Saudi Red Crescent and Hamad pay in a similar range in SAR/QAR.
